Valley Community Management (VCM) has been owned and operated by the Surnamer family for more than 40 years. Currently, in the second generation of ownership, VCM’s caring and dedicated staff are committed to providing professionally run property management to all of our residents. Our residents are proud to call our communities home and we plan to keep it that way!
The Lehigh Valley is one of the fastest-growing regions in the Northeast. Our mission is to continue to provide secure, stable and desirable housing to options to Lehigh Valley residents seeking to take advantage of the employment and economic boom in the area, while still maintaining affordable housing.
Where you live should bring you security and stability, not surprises. What you’ve worked for and whom you care for should be in the hands of people you trust. When you’ve done your duty, your community should be managed by professionals who do theirs. We hope you’ll choose one of the VCM family of properties to call home!

Jared Surnamer
PresidentJared Surnamer is a second-generation community owner/operator born and raised in Allentown, Pennsylvania. To further his understanding of the housing product, Jared obtained a degree in Construction Management from Lehigh Carbon Community College in 2015.

In 2018 Jared was elected to the state board of the Pennsylvania Manufactured Housing Association, where he currently serves as the Eastern Regional Director. Jared firmly believes manufactured housing provides a valuable service to society and that it can and should continue to be presented in new and different ways to benefit both the industry and the general public

Zenora Surnamer
Zenora Surnamer was a part of the Surnamer family’s initial acquisition of Whispering Hollow North and South Mobile Home Parks in the 1980s. Over the years, she developed a keen sense of business intuition and helped to transform the communities into beautiful, safe, stable, and desirable places to call home. As Zenora grew in her role, she came to direct nearly every aspect of operations including community management and sales. She developed long-lasting relationships with a great roster of vendors and fellow operators while also maintaining years of active engagement with the Pennsylvania Manufactured Housing Association. Through these experiences, she became a seasoned expert in on-site property management. Her hard work and dedication to the success of the business laid the groundwork for further expansion when the second generation came into the fold in the mid-oughts. As the company grows, Zenora continues to be involved with the day-to-day management of operations. She has also taken on oversight and guidance for the growing team. As the industry continues to change and mature, Zenora remains firm in her belief that manufactured housing should continue to be affordable for today’s homebuyers.
